If you're asking me if it improves acne scars no it doesn't. It's a preventive wash for acne that has an acidic base to keep acne bacteria from your skin. As for acne scars you have a couple of options that you might wanna look into - 0.5 Micro-Needle Roller would be beneficial to use every night with Vit-C & Ferulic acid (20%). Chemical peel with TCA with usually a 7 day down time,Laser skin Resurfacing, retinol treatment. Always make sure to use SPF 30 and above when doing any skin treatments to avoid hyperpigmentation. This season is the best to do any of these so the sun is not too intense on your healing skin. Hope this helps.

Is it fragrance free?

There is NO perfume smell and it has helped clear my cystic acne tremendously!

Does this help fade hyperpigmentation on African American skin?

The glycolic acid helps the skin to naturally exfoliate, so especially with the addition of an electric brush, it should help all skin types to clean healthy skin of dead skin cells. I actually learned about this soap from an African American friend.
