Can you use this to clean formula off bottles?

I use it for formula. I let the bottles soak then wash them. I love this stuff. I use it with the playtex bottles with like a million pieces.

Is just rinsing sufficient and no brushing is needed?

Yes , you dont need to use brush .I always use it anyways lol ( just to be on the safe side) . But i def recommend this product , it does disolve milk residues as it says, breastmilk and formula too.

Does this soap come with a foil seal? I have recieved 2 that have not had a foil seal and that were leaking?

No . No foil seak just the cap .
